Paranoid. Reclusive. Scheming.
An androgynous race of shapeshifting humanoids, the Sillibar are one of the earliest space-faring civilizations in the galaxy. Their ships were traveling the stars even before the emergence of the Tartaran Veil, and they are the creators of the first truly sentient artificial lifeforms, the Vokron. Yet two centuries ago, much of the knowledge they accrued was destroyed when they were nearly hunted to extinction by the Dowd during the Patheon Genocide. Their homeworld of Zurix was obliterated, as was much of its population. If not for the accidental arrival of Dominion, it is unlikely that any Sillibar would survive to this day.
Over the last two hundred years, the Sillibar have slowly rebuilt the shattered pieces of their former civilization. They are the founders and stewards of the Pact, the largest and most powerful military alliance in the Cluster. The Kaori Tash, an ancient order of assassins, saboteurs, and spies, fosters a culture of messiah-like worship of the Sillibar among the Pact member races, ensuring their willing obedience.
For most of their history, the Sillibar were fascinated by other sapient species. They enjoyed traveling to other populated worlds and assuming the form of the native creatures—not as infiltrators, but as explorers. The Dowd assault changed everything, however, instilling a fear and paranoia in the Sillibar that have made them treat most other species as threats to be contained or enemies to be outright destroyed.
Today, most Sillibar live on the same planet, a second homeworld concealed from the galaxy. Domestically, nearly all the survivors of the attempted genocide are strong supporters of the Pact, to the point that many believe it should actively expand its influence across the Cluster by any means necessary.
